MUNICH, Germany, Feb. 14, 2026 /CNW/ – Today, the Honourable Evan Solomon, Minister of Artificial Intelligence and Digital Innovation, and Karsten Wildberger, Germany’s Minister for Digital Transformation and Government Modernization, signed the Joint Declaration of Intent on Artificial Intelligence on the margins of the Munich Security Conference. The ministers also announced the launch of the new Sovereign Technology Alliance to strengthen cooperation among trusted partners on advanced technologies.
Building on the Canada–Germany Digital Alliance announced in December 2025, the declaration of intent creates a practical framework to expand bilateral cooperation in artificial intelligence (AI). It reflects both countries’ shared commitment to advancing secure, resilient and sovereign AI capabilities in a rapidly evolving global landscape.
Cooperation under the joint declaration of intent will focus on expanding secure compute infrastructure, accelerating AI research and commercialization, and strengthening talent development to address critical skills gaps. Together, these efforts will support researchers, startups and industries in both countries to scale innovation and compete globally.
Through the Sovereign Technology Alliance, Canada and Germany will deepen coordination with trusted partners to strengthen sovereign AI capacity and reduce strategic technology dependencies. The Alliance is designed as a platform for practical cooperation on advanced technologies, with a focus on delivering real capability and shared economic benefit.
The ministers also discussed opportunities to collaborate with leading research organizations advancing safe-by-design AI systems, including Canada’s LawZero, founded by Turing Prize winner Professor Yoshua Bengio. The joint declaration of intent identifies this work as a potential area for future cooperation.
The joint declaration of intent and the launch of the Sovereign Technology Alliance reflect Canada and Germany’s shared view that advanced technologies are central to economic security, competitiveness and democratic resilience. By working more closely together, both countries aim to strengthen sovereign capabilities, reduce strategic dependencies and help shape global standards for emerging technologies.
