AI isn’t a vertical – it’s the backbone of global power

The global competition for technological advantage is entering a new phase. Artificial intelligence is no longer simply a commercial tool or productivity enhancer; it is becoming central to how nations project economic strength, maintain security and build long-term resilience. As governments and industries adapt to a rapidly changing strategic environment, AI is emerging as a foundational capability that will shape geopolitical influence and operational effectiveness for decades to come.

AI as the operating layer of national power

While it is often framed as the next wave of technological innovation, AI’s strategic significance runs far deeper. The technology is rapidly becoming the operational layer underpinning national capability itself. It is accelerating how governments, defence organisations and critical industries operate by reducing the gaps between information, decision-making and action. In an increasingly contested geopolitical environment, competitive advantage is shifting away from scale alone towards responsiveness, adaptability and coordination.

AI is best understood as a “tempo technology”. It changes how quickly institutions can analyse intelligence, identify vulnerabilities, optimise logistics and respond to threats in real time. Defence organisations are already using AI to analyse satellite imagery and accelerate battlefield decision-making in real time. In cybersecurity, AI systems are being deployed to detect network intrusions faster than human teams can respond. Across logistics and supply chains, predictive AI tools are helping governments and industries anticipate disruption before it escalates into systemic risk. 

This shift is changing how states think about infrastructure and resilience. Governments are beginning to treat AI less as a commercial sector and more as a sovereign capability tied to economic security and national competitiveness. The UK government’s £500 million commitment to a sovereign AI fund, alongside similar initiatives in the United States and Europe, reflects a broader recognition that control over advanced computing, data and AI ecosystems will shape geopolitical influence in the same way energy and communication networks once did. 

The convergence of AI, quantum and advanced communications

AI’s strategic importance becomes even greater when viewed alongside the rise of quantum technologies and advanced communications systems. These technologies are converging to create a new competitive landscape where intelligence, cyber capability and national defence are tightly interconnected. The result is not simply faster computing power, but a structural shift in how information is secured, transmitted and operationalised. 

Quantum technologies, in particular, have the potential to challenge long-standing assumptions around secure communications and data protection. At the same time, AI-drive systems are transforming how quickly data can be analysed and exploited. Together, they could significantly accelerate how information is processed, vulnerabilities are identified and decisions are executed. On top of this, advances in communications infrastructure will determine how securely and efficiently intelligence moves between national security networks. Strategic advantage will increasingly depend not simply on access to technology, but on the ability to integrate and apply multiple technologies effectively. China’s investment in quantum communications networks and the United States’ focus on AI-enabled defence systems illustrate how major powers are already positioning themselves for this next phase of competition.

The race, therefore, is no longer solely about building the most advanced AI models. It is about which nations and institutions can combine AI with quantum capabilities, resilient communications networks and advanced encryption most effectively. Those that succeed will gain a decisive advantage, while those unable to keep pace risk falling behind in an increasingly competitive and fast-moving environment.

Why integrated technological ecosystems will define future advantage

Technological leadership will not belong to the countries producing isolated breakthroughs alone. It will belong to those capable of integrating innovation into connected national ecosystems. Fragmented approaches to AI, cyber and quantum development risk creating capability gaps at the exact moment coordination matters most. 

Bridging the gap between frontier commercial innovation and national security requirements is becoming essential as governments seek faster and more agile ways to access emerging technologies. Many of the most transformative advances are taking place in the private sector, often at a pace that traditional public sector procurement and development models struggle to match. Ukraine’s use of commercial satellite data, autonomous systems and rapidly adapted defence technologies has demonstrated how quickly innovation can move when governments and private industry operate in close alignment. States that fail to build similar partnerships will struggle to translate technological breakthroughs into deployable national capability.

The priority, therefore, is integration. Governments and industries must move beyond treating AI, cyber and quantum technologies as separate policy discussions competing for attention and investment. Their value increasingly lies in convergence, how they reinforce and amplify one another across operational environments. The defining advantage of the next era will belong not simply to those with the most sophisticated individual technologies, but to those capable of integrating them at scale, adapting quickly and translating innovation into coordinated national capability.

AI is no longer just another technology cycle. It is becoming the system through which economic power, security capability and geopolitical influence are exercised. The nations that lead the next decade will not necessarily be those with the single most advanced models or breakthrough discoveries. They will be those that can operationalise AI at scale, integrate it across national infrastructure and convert innovation into strategic advantage faster than their competitors. That race has already begun.
