The New Geography of Corporate R&D

For decades, Silicon Valley’s operating assumption was that the most important innovation happened near headquarters. Keep the best engineers close to the founders, concentrate decision-making and protect the informal exchanges that turn ideas into products.

That model created extraordinary companies. But it is becoming less suited to the technologies they are now building.

AI, semiconductors, quantum computing and digital health depend on scarce expertise, expensive research infrastructure, regulatory knowledge and close connections to customers. No single region has all of those capabilities. The next competitive advantage will come from building an R&D network that connects the right people and assets across multiple locations without fragmenting the company’s mission.

This is not traditional offshoring. It is not about moving routine work to a lower-cost market. It is about giving teams outside headquarters ownership of difficult technical problems, product roadmaps and intellectual property.

Follow expertise, not convention

The first question companies should ask when locating R&D is, “Where does the expertise needed for this problem already exist?”

Specialized clusters matter because knowledge compounds. A chip company benefits from proximity to microelectronics researchers, pilot lines and experienced engineers. A medical-device company needs clinicians, manufacturers and regulatory specialists. An AI company entering Europe needs technical talent, but also people who understand how European customers, institutions and rules shape product development.

Ireland offers one view of how this model is evolving. Apple engineers in Cork work on technology with global relevance. Qualcomm is investing $142.3 million to develop its Cork site as a strategic AI pillar within its global organization. HubSpot has committed approximately $46 million to an AI-native R&D program focused on foundational systems engineering. In Galway, Boston Scientific is expanding R&D for cardiovascular innovation, while Medtronic is establishing a European software development hub.

These investments span different industries, but they share an important feature: the Irish operations are being assigned substantive innovation mandates rather than support functions.

That pattern is increasingly visible in the decisions I see from the West Coast. Since 2023, companies from the Western United States have averaged three new investments in Ireland each month. The more telling shift is qualitative. Conversations once centered on market access, sales and service operations. Today, they increasingly begin with engineering, research and product development.

Build an ecosystem around the team

Talent is necessary, but a talent pool alone does not make an innovation hub. A productive R&D location connects companies to universities, applied research centers, test facilities, public funding and other businesses working on adjacent problems.

Ireland is investing $524 million in the RINN Network, which links seven national research centers across AI, energy, quantum, semiconductors, medical devices, biopharma and advanced therapies. The wider system includes Research Ireland centers, nine industry-led technology centers and 17 technology gateways. The point is not the number of institutions. It is the ability to move from research to prototyping, validation and commercialization through a connected system.

This matters especially for scale-ups. A young company entering a new market rarely has the time or capital to assemble every capability internally. Access to researchers, laboratories and experienced partners can allow it to test an idea before making a large fixed investment. For established companies, the same ecosystem can help an existing operation win a more strategic global mandate.

Public policy has a role, but incentives work best when they reinforce real capability. Ireland offers a 35% refundable R&D tax credit and grants for eligible research projects. Those supports are valuable because they sit alongside technical talent, research infrastructure, strong intellectual-property protections and access to the European single market. A tax benefit cannot compensate for the absence of those fundamentals.

Distribute R&D without diluting it

The strongest distributed R&D models share three characteristics.

First, each location has a clear mandate. Teams perform better when they own an outcome, not a list of tasks handed down from headquarters.

Second, companies create shared technical and cultural systems. Common architecture, regular movement of people between sites and transparent decision-making matter more than constant physical proximity.

Third, leaders treat location as a portfolio decision. One hub may provide frontier research, another product engineering and another proximity to customers or regulators. The goal is not to reproduce headquarters everywhere. It is to make the different parts of the network complementary.

Silicon Valley will remain one of the world’s great centers of innovation. Its next chapter, however, will be defined partly by how effectively its companies connect to expertise beyond it. By building global teams into the invention process from the outset, fast-growth startups and established multinationals can draw on specialized expertise wherever it exists and create an R&D network capable of producing more breakthroughs.
